De rol van uitzendarbeid binnen de publieke arbeidsbemiddeling

Dit artikel analyseert de rol van uitzendarbeid binnen de publieke arbeidsbemiddeling. Arbeidsbemiddeling is primair een publieke taak, die kan worden verantwoord uit een besparing op uitkeringslasten, het bieden van (gelijke) kansen op werk en externe effecten die voortkomen uit een betere aansluiting tussen arbeidsvraag en arbeidsaanbod. Uitzendbureaus richten zich op bemiddeling naar tijdelijke en flexibele arbeid, waarmee winst is te behalen. Uitzendbedrijven verbeteren zo de allocatie en participatie op de arbeidsmarkt, maar brengen ook het risico van een tweedeling op de arbeidsmarkt met zich mee. In de praktijk leidt de relatief snelle werkhervatting via uitzendarbeid tot een besparing op uitkeringslasten en blijkt de doorstroom vanuit uitzendbanen naar reguliere arbeid groter dan het gevaar van insluiting op een secundaire arbeidsmarkt van uitzendbanen. De publieke arbeidsbemiddeling kan zo voordeel halen uit het instrument uitzendarbeid. Een grotere rol van uitzendbureaus bij de re-integratie van moeilijk bemiddelbare werklozen lijkt echter minder voor de hand te liggen.
