De verkenning van een open maar niet lege toekomst in de economie

In de studie "Uit zicht: Toekomst verkennen met beleid" presenteert de WRR een methodologisch kader voor toekomstverkenningen. Dit artikel tracht de manier waarop in de economische beleidsanalyse toekomstverkenningen worden uitgevoerd, te plaatsen in dit kader. Dit brengt echter flink wat afbakeningsproblemen met zich mee. Zo speelt het begrip 'verrassingsvrije toekomst' bij de WRR een belangrijke rol. Vanuit dat begrip wordt aanbevolen niet langer te spreken van voorspellen maar van 'forecasting'. Deze aanbeveling lijkt voor de economische beleidsanalyse een brug te ver. Wel toont de methodologische beschouwing van de WRR dat duidelijk gecommuniceerd dient te worden welke de onderliggende veronderstellingen zijn van toekomstverkenningen, in relatie tot de openheid van de toekomst.
