Meten en geweten in de gezondheidseconomie

Hoeveel zijn we bereid te betalen om een mensenleven te redden? Is
het verantwoord om een te vroeg geboren baby voor 600.000 euro in
leven te houden als je voor hetzelfde bedrag 6.000 mensen met een
HIV-besmetting een jaar lang AIDS-remmers kunt geven? Ongemakkelijke
vragen als deze moeten gesteld en beantwoord worden om goede
beleidskeuzes te kunnen maken. Alleen wanneer de kosten en baten
van zorg (en dus de prestaties van zorgaanbieders) worden gemeten,
kunnen gewetensvolle afwegingen worden gemaakt. Zorgvuldig meten
vereist een investering in de opbouw van een data-infrastructuur,
waarbij informatie over gezondheidsverbeteringen op patiënt-niveau
zijn gekoppeld aan financieel-economische over de zorginstelling. Informatie
over prestaties van zorgaanbieders is voor een zorgconsument
niet voldoende om goede keuzes te kunnen maken. Even belangrijk
is informatie over gezondheidsrisico's en het effect van preventie.
Die informatie moet makkelijker beschikbaar worden gemaakt en dient
meer kwantitatief van aard te zijn. Verzekeraars, zowel binnen de zorg
als daarbuiten, moeten wettelijk worden verplicht om in advertenties
kwantitatieve informatie te verschaffen over de kans dat verzekerde risico's
optreden.
