Naar een toekomst met een hogere arbeidsparticipatie?

De Commissie Arbeidsparticipatie heeft vorig jaar voorstellen gedaan om de arbeidsparticipatie te verhogen, met als doel de werking van de arbeidsmarkt en de houdbaarheid van de overheidsfinanciën te verbeteren. Dit artikel analyseert de effecten van een deel van (het grote aantal) voorstellen op de participatie en de houdbaarheid. Een algemene conclusie is dat gerichte lastenverlichting ('wortels') de participatie wel bevordert, maar de houdbaarheid niet verbetert. Het beperken van overdrachten ('stokken') bevordert de participatie én verbetert de houdbaarheid, maar gaat gepaard met negatieve inkomenseffecten.
